The problem is mostly that her normals, much like Nash, are godlike and generally safe on block. They link easily into her specials which, really, is somewhat unfair given how much damage she does plus how safe they are.
Charge inputs basically kept Chun Li balanced.

Her cancellable normals are her lp, mp, mk and cr.hp, which is about the same as most other characters. Hell Ryu can cancel more buttons. I'm not exactly sure what you mean when you say this.
