They never said that, in fact Tabata outright stated that Leviathan part is still in the game and even showed concept art of the Leviathan and the kingdom of Accordo a few months ago
The part that they changed was the intro in Lucis bit during the invasion, previously Noctis was inside Lucis when it gets invaded and you do Lucis gameplay then leave, but now Noctis is on his way to Accordo as part of the peace treaty when Lucis gets invaded and the Lucis gameplay just happens at a different points in the game now
