I would go with the R9 390.
Thing is...We have no idea what is going to happen to the Wii U, but it looks like it might not be around much longer. Not only that, but I get the feeling you might be able to pick up a Wii U in the $99-150 range within the next year or so (best time to get one, since there is next to nothing coming out for it outside star fox and Zelda). The Vita might be a good choice since you play WRPGs, but a lot of them are coming to PC. If you look hard enough, you can find a Gen 1 Vita for like $75-100 bucks on ebay in good shape.

I don't think it's a question of gimping, it's more like Nvidia cards are made with DX11 in mind and heavily rely on driver optimization. They're not ready for DX12 with the current line of GPUs but it doesn't matter that much because they know users are gonna spend money to upgrade to 1080/1070 anyway, you know how marketing works

Pc spec requirement creeping in demand doesn't suddenly mean that hardware suddenly loses it's performance. Nvidia can release gpus that can last 7 years, beat PS3/360 at the end of 7th generation.

In fact I would argue that pc hardware last longer then console hardware because you have longer warranties, and you can maintenance much easier.
