If you aren't looking to hack, launch PS3. Between the flash sales, the ability to port some digitally purchased games to the PSP/Vita, as well as the ability to go out and purchase any disk you can find and have the PS3 read it, it's the best bang for your buck, especially if you use a PSP (hacked or no).
GBA is also a pretty fucking mean handheld, able to play literally any GB/GBC game on it.
SNES is great, but the carts are dying. If you aren't comfortable performing some surgery on them, don't be surprised when the games stop saving data.

I'll grant you that Rated E games tend to focus on gameplay more than rated T/M games, but that doesn't mean there aren't some great rated T/M games. Conker's Bad Fur Day comes to mind. Goldeneye, NieR, FEAR.
