Basically Mario's position value gets trunctaed when the game checks for collision detection. That means that when Mario's way outside the course, it can act like he's standing on an invisible, incomplete copy of the course. That's a "parallel universe". By building up speed using glitches that are somehow similar to the well-known backwards long jump glitch, you can then traverse bizarre routes in and out of parallel universes to end up at locations you want to get to without actually jumping.

And this guy is a genius, plain and simple. He thought of every single thing there is to think. He went through a different dimensions just to return to core dimension, use elevator in that dimension and then continues to travel through dimensions towards the goal. In the end, he finds that bug he was supposed to bounce off is misplaced and what does he do? Thinks on his feet and realignes the bug to the favorable position.
