part of that LOREX is in that immediate plot. they mention somethings about the those god things in 13 but never explain what they are or what they do until 10 hours later in the game. they constantly talk about then too, but never give a fucking explination.

What more exposition do you need that wasn't already show in the game? We clearly see how Cocoon is structured, how its system works and the degree of alienation and manipulation that is going on behind the scenes within few hours from the start of the game.
Gran Pulse has this aura of danger and mystery surrounding it until Chapter 11 because they didn't want to spoil the surprise, and once we actually get to explore it we see it firsthand and we get to interact and gather information from the ruins everywhere (especially in Oerba).
FFXIII's world building and presentation is excellent, as it serves its the narrative and not the other way around. If you don't appreciate it go back to whatever RPG you think is good at that and stop bothering us already.

I thought the exposition was okay.
You see, before chapter 9 the party spends most of the time being split in pairs, with the main ones being Light/Hope and Sazh/Vanille.
Both of these pairs feature a young/inexperienced character and an older/seasoned one; the former asks questions about Cocoon and the latter answers, explaining how the world works.
This kind of exposition is nothing new in media, but it's simple and effective.
And a LOT of stuff gets explained to the player, especially between chapters 4 and 7. We learn about Cocoon, its people and their sheep mentality, its military, the War of Transgression, Fal'Cie and much more.
Now, for better or worse, all of this happens while the characters complain about their issues about being l'Cie, having a death timer engraved on their skin, having dead/missing relatives, being feared by the whole world and so on. Most players who dislike FFXIII tend to remember these aspects of the conversations that take place during the first half of the game, completely forgetting all the part about world building that I mentioned above.
