By boycotting original releases, you sometimes force the hand of the developer to port to pc. The port might sound like a sunk cost, but if you're trying to promote a brand it may be important depending on how few people bought your game.
The pc problem is the same as the mobile problem. People use platform wide statistics to suggest that pc has more players who pay more money and these people will obsess about your game. In reality, a few hits like minecraft and league have a massive cult following and your average developer can't even sell thousands of copies at bargain bin prices.

Devs know what they get from their games, they usually start with something small just to see if it works out. They don't think "Wow, 120mmilion active users on Steam", they just see how their games sell and read market reports on how other publishers games sell.
And what do you mean, only niche games? You can count PS4 exclusives out right now, after 2 years, on one hand, and most of them are from Western companies, LoU, inFamous, Uncharted Colection and 1 japanese game - BB. With bunch of indies.
And why don't we see all games ported? For the same reason Tekken 7 is out in arcades for a year and still not on PS4. It's the way Japanese devs do things. But they're changing slowly.
ToZ sold more on PC than on PS4 in the west, so if Japanese devs is marketing towards the West PC release is likely to happen. Next Tales is coming to PC as well, and it will be late as always.

No, it will never happen. The Japs focus on Japan first and foremost, and the leading platforms are always Sony consoles and Nintendo portables. Anything else is simply to sell to overseas markets. The only reason the Xbox consoles see Japanese games, even Japanese exclusives, is because of Microsoft. The Japanese would NEVER develop for a non-Sony/Nintendo platform out of their own volition. Only the biggest Japanese companies support PC, such as Capcom, Konami, and Koei Tecmo. All the others do not.

Consoles are unified platforms, while PC market is a huge variety of stand-alone pieces of hardware and it is much-much more time and resources consuming to properly port a game for that market.

SFV isn't released on arcades first, they developed the game straight to home platforms, having top players test it out along with the betas.
Same happened to MKX (minus the beta).
Games like Tekken, Dissidia and ArcSys's games still release on arcades first and stay there for at least a year in order to work on more content and balance - TTT2 was released on arcades like 1.5 years before consoles and was overhauled countless times before hitting consoles, same is happening with T7, they already enchanced the graphics largely.
