Cindy is bottom tier purely because she is less useful than everyone else.
Jim can do all the dangerous objectives, tied for best Melee, and has crit chance with rapid fire weapons.
Kevin is king of damage and a speed king.
David's wrench alone make him top tier, but he can also make unique items.
George brings the ability to make healing with red/blue herbs, his heal gun, and a great tackle.
Yoko has her backpack, an alright dodge, and can give out her charm if someone scrubs it up.
Mark can tank the most damage, and if you are good with his block he is probably top tier himself.
Alyssa is ass in file 1, but in file 2 the buffed her to be decent damage and made it so it's a pain not to bring her on very hard. Her dodge is absolute shit though
The problem with Cindy is she revolves around your team fucking up. If you have a good team, she's useless.

There's too many variables that would lead to someone dropping connection or crashing the GAME whether it's emulation based or connection issues. Unless everyone is on a PS2, you're bound to run into a drop in the middle of a campaign.
