Historically, Dragons are depicted with four legs and two wings. DnD did not decide that, LotR didn't either. I presume it depends heavily on certain attributes from each dragon. By that I mean that a single picture can't really say how close any of those are to being a dragon. We don't know if A through E can actually breathe fire, or if A through E can actually use their wings to fly. For all we know A could just be a snake with nonfunctional wings, whilst E is just a komodo dragon with nonfunctional wings. Knowledge encyclopedia on myth encyclopedia states a dragon is generally known as being able to shoot fire from its mouth, though this is obviously different from chinese, native american, etc. dragons, but those are generally depicted without wings.
Also from knowledge encyclopedia: A dragon-like creature with no front legs is known as a wyvern. Following discovery of how pterosaurs walked on the ground, some dragons have been portrayed without front legs and using the wings as front legs pterosaur-fashion when on the ground.
