You don't seem to understand: unless Valve is prepared to spend an amount of capital comparable (possibly more) to what they're spending on the development of the game and _just_ for the audio recording, and all that entails (extraordinary lines of dialogue, the takes necessary to get usable material. etc.) it would still be tantamount to throwing millions and milllions of dollars in work and man hours down a hole, because it would never work. Rockstar hides this by recording a bunch of lines so it takes hundreds of hours of gameplay before you start hearing the same things.
Valve combats this with a dialogue blend system that uses 1 word voice clips and just switches them around

The point is, the HL3 we could have gotten all those years ago would have been radically different to what we coyld get in the future. That intersection of talent only existed for a period of time, and now it's gone. Even if HL3 did get announced, it wouldn't be the true HL3 we could have gotten.
