The problem with Star Fox is that it presents itself in a way that is close to a flight sim, and makes you really want full, unobstructed flight - but it takes it away from you. That restriction makes the game feel lacking.

Bullet-hell shmups don't try to do this at all. They don't try to give the player the illusion of immersive flight; but rather, they are going for something completely different.

On-rails shooter = vehicle/character follows an exact path. All you control in an on-rails shooter is the crosshair. Examples are House of the Dead, Knife Edge.
Starfox gives you 4 degrees of freedom and speed/slow options. It's not on-rails at all.

You know that most on-rails shooters do allow the player to move a bit within some range? On-rails means that he is corralled in some general direction, but may be allowed to move/look about within some range.

Even many arcade lightgun games allowed this.

If the specific beat-em-up game forces the player forward in some fashion (e.g. a scrolling screen that the player has minimal control over), then I don't see why we couldn't say that that specific beat-em-up was "on-rails."

Most beat-em-ups don't do this, though. They either let the player clear the rooms at their leisure, or allow him to control the scrolling of the screen himself as he moves through the level. Also, the term "on-rails" is usually applied to shooters or dodge-em-ups.

All games have choices. Some moreso than others. On-rails shooters are an interesting example of this, because they are very much about giving the illusion that the player has more freedom in the game than he actually does (in the early days, this was done to save assets, especially in arcades, in order to allow for more detailed graphics - they were literally movie games of their time).
