Maybe.
Too bad it's handicapped by being open world. The content is designed exactly as though it was a hub-based game and it doesn't take advantage of any world in any way (there's zero emergence or anything of that sort). Conversely, the open world nature of the game harms the pacing, is a major influence in a wealth of annoying designs (for example, movement system has to be "robust" so that you don't get stuck in the large areas the geometry of which couldn't possibly have been designed with proper care, but this in turn makes it feel clunky and glitchy) or unthematic content (like developers feeling obliged to add some rewards to the dozens bandit camps, and in practice that's witcher's swords, armour and recipes that the bandits certainly shouldn't posses, and ultimately these filler content rewards makes the loot system feel extremely unrewarding as it renders rewards from quests, the items that you WOULD expect to be good and particularly suitable for witchering, worthless).
Witcher 3 isnt a true open world. You can't walk from Skellige to Novengrad. You have to fast travel. It's dumb.
