I can't think of any other JRPGs that have a combat system as bland and featureless as FF12.
If you wanted to see that system done properly you could try FF11, it actually has the rest of the mechanics in it that they removed when porting it to 12.

XII combat is honestly not that different from the combat system of the rest of the franchise bar the lack of fixed battle positions. Granted, it's been a while since I played them, but except for things like pallings and the Gambit system [which is more like an add-on than an integral combat element] I fail to see much difference.

Yes, it has a system you can pick to setup what skills they use, as well as how or when they use them. It also has on the fly choices, you can chance between the characters on the fly as well. You also have a skill tree for all the characters, story characters depend as to which ones are open, your character can access them all.
Skills are locked to their weapon type except for magic. All classes can use magic.
The only real major difference is it allows combo attacks on skills once you build up enough TP from being attacked or over time.
It also has a active defense button you can use to reduce damage. It is a bit wonky though.

Xenoblade Chronicles games are pretty similar. No gambits though and you have to manually select everything.
