The shittier spells, sure. But dodging something like WotG while pursuers or homing crystal soulmass is up is much more difficult. Gatling gun fires for 30-40 seconds continously depending on runes, and the hunter can aim and move while its firing. Any shield trying to block it would lose stamina too quickly. I find the reason there is no heavy armor is that "you need more mobility over defense," if you had to midroll in BB you could easily get through the game doing so, not only that but I'm pretty sure some nice armor would probably stop some of those real bullshit instant kill counter hits.
