Because it was a simpler time back then. People now demand:
-Quality voice acting
-12 hour single players
-Completely bug free experience
-To be entertained every second of their playtime
-Revolutionized gameplay on top of the base game
And most of all, for it to be free. I'm not joking either, it may not be the same, but I develop Skyrim mods and you should see the ludicrous expectations most of the shit community has.
I thought gamer entitlement was a meme but most cunts now demand EVERYTHING to be perfect or they endlessly whine and cry about it. Ironically these same plebs don't go back to the old games they love to praise so much.

Because why should anyone make them?
Full game conversion mods in general were done during a time that:
A) it was simple to mod the games that were often modded as developers intentionally left them easy to change with texture elements or with the popular source engine - nowadays to make full game conversions you would need permission from the publisher to reuse assets
B) On top of the simplicity from a developer view back then textures and models were *MUCH* simpler to do - modern full game conversions have (in general and memes aside) very high quality textures and very advanced models which require much more effort to replicate
and C) Back then the indie scene wasn't prevalent, you could make a small game and no one would have bought it - now it is very very easy to release an independent game on steam or elsewere and build hype/funding for it through social media and funding campaigns.
With all these considered it would be foolish of a dev to create a full game conversion mod for free.
