Not a lot of people complete games in the first place, but I think a game like FO4 is especially prone to non-completion by the average player. You can easily sink a hundred hours into the game and be nowhere near the end quests. You hit a point where you just get bored of playing the game after a hundred hours and quit, even if you haven't finished the story.
