there is no comprehensive tool for DoA modding, you have to shit around with at least three to do even the most trivial stuff
lnk reshuffle v4.3 has the solution, you want to extract all of lei's outfits, use a program like noesis to view each one and find the one that happens to be her black dress, and then use a DoA texture tool to swap out her skin for Mila's (you're gonna have to find that on your own) so that there isn't obvious discoloration about the neck, and then inject it back into the game, overwriting one of Mila's outfits
