Compared to other games in the genre, yes they are.
Being administration on servers makes it easier to play.

The normal client was, but you could download an external client which had proper private servers and all - no hackers.
The external client was still tied into steam, so it added to your game time, IW4 I think it was.
The servers were great, the official ones were shite.
