Now, as for why Renne couldn't have been an adult instead, it's pretty simple. Renne being a traumatised edgy child is necessary for the plot because she is eventually adopted by Estelle and Joshua and given a better life - just like Cassius did for Joshua.
Again, it may trigger you, but child prostitution is a real thing in the world, and this particular prostitute's backstory was necessary for justifying her edginess and is handled very maturely.

Eh, really? My experience was (in two playthroughs) that Estelle misses more.
Anyway, as for why he's strong: I vaguely recall either him or a later character having the highest speed so he's either 2nd or first there.
His crafts are great damage-wise too. Minor spoiler but he eventually gets delaying crafts (Flicker and Evil Eye) that delays enemy turns and deal physical damage. Both of these are my favorites.
He has very high offensive stats later on. I built him as a complete glass cannon. His black quartz requirement leads to arts like Hell's Gate or White Gehenna that most monsters aren't weak or resistant to.
Anyway, my favorite thing to do is just Flicker with him. That shit almost never misses. Of course I switched over to Evil Eye once I got it. He's got much better use of your CP buffing accessories. I think the only other character that can match him damage wise is Tita in the first game.

Renne is more broken than Joshua, she was just strong enough mentally to survive it, unlike Joshua (which is exactly what Joshua says about her). Her mental problems run about as deep as his do and she is in no way perfect. Her master plan only worked because nobody suspected the 11-year-old to be a member of Ouroboros, it wasn't that brilliant of a plan and if she wasn't a child the cast would have seen right through her. She might be incredibly strong in combatdue to experimental Gnosis fuckery on top of training from Joshua and presumably Loewe, but she's almost as much a puppet as Joshua, in more ways than one. She's just fooled herself into believing she isn't.
