Chapter 2 hypes itself to be "You played the first chapter for 50 hours? Well, there's a whole new chapter" and in the end it ends up being (literal) replay of chapter 1 with few new missions.
People couldn't accept game being so disappointing to point they started theories it was a ruse and rest of game will come later.
