The writing mostly. Its filled with cliches and tropes and it just feels like someone's first attempt at writing an rpg. Theres just too many writing crutches used, its just really beginner.
The characters are all forms of tropes, examples being Alphys being the "weeaboo who cares too much about anime and curses the day they were born white instead of japanese" you've seen in games like Animal Crossing. They're a joke on the fans of the game but they've forgot to pick up on it or legitimately believe because they do it ironically they're above it. Sans and Papyrus (The Skeletons) are the age old "Tall one is determined but idiotic, Short one is goofy but knows what they're doing". Last game that did that was like Portal 2, but it actually did it correctly considering that they dont have characters outside appearance and are there just for co-op purposes.
Gameplay wise its a JRPG but with real-time damage dodging mini-games that give it that extra bit of gameplay. Its fine, but if you're going Pacifist (Which again back to the poor writing every other ending in the game basically says you have to and that you need to go back and do it right this time) you're going to be dodging the same attacks constantly while trying to talk your way out of a fight. On Genocide its the same but less due to just attacking instead of talking. Boss Fights are good because it takes the unique battle system and makes the dodging unique again by giving every boss their own crazy moves.
Its an RPG with really beginner and frankly bad writing to string you along, and that just isnt fun.

Undertale is a bad game. The characters aren't likable or memorable. There are only like 2 or 3 good songs, despite the music being widely worshiped by the fanbase. The gameplay is mediocre and pointless, as you can beat any enemy at any level. Some of the gameplay concepts were interesting in theory, but the difficulty curve went from extremely easy to easy, rather than from easy to hard like a good game would be designed. Also, the gameplay concepts were not fully explored. Also, the whole theme and message of the game was stupid. Pacifism is overrated. Other RPGs such as Earthbound, Paper Mario, etc. show that you can be nice, yet still be willing to defend yourself and fight for what is right. Sometimes you can't cuddle with someone or feed them ice cream; you might have to lay the smack down.

Ignore these guys. Undertale is a great example of video game writing, and it does a lot within the standard JRPG framework.
First of all, it uses the standard JRPG combat system and subverts it. It isn't strictly turnbased, so you're active the entire time, and you can avoid damage if you're good enough because enemies attack through a bullet hell esque mini-game.
It then further subverts the combat system. You can get through the entire story just fine killing everything you run into... but do you want to? You can just attack everything in sight, but there's always a second option. You can talk to the characters, and really work to understand their perspective. That dragon? He's actually an aspiring stand up comic. That gigantic, horrific monster? He's hideous because teenagers were putting graffiti on him while he slept.
Every creature that you face has their own story, and you interact with a thousand smaller stories while you go on your own. It's a fantastic example of interactive storytelling, and I think everyone should at least give it a chance.
