The thing is, that Deathshead/Strasse really rubs it in at the end that he will probably go down as one of the good guys in history, given how much technology he has made possible. Plus the fact that he got mankind on the fucking Moon, effectively guaranteeing his place in the history books.
After all, history is written by the winners most of the time, and especially in The New Order's universe.
And that makes Deathshead/Strasse a memorable villain. He completely revels in committing atrocity after atrocity, but hey, who the hell cares in The New Order's universe? In fact, he seems proud of himself that he can push the Resistance and Blazkowitz that far in their goals, with even noting how far Blazkowitz would go to get revenge on him in the end. The guy isn't afraid of Blazkowitz at all even after Blazkowitz singlehandingly killing thousands of soldiers. It makes for a very memorable villain imo.
I am hoping in a sequel though, that we will get more to see of The New Order's universe.
