Not every character needs a Wa- counterpart. Mario is the protagonist, so the whole 'nasty doppelganger' thing makes sense. Waluigi's forgivable, since he completes the whole Mario-Wario duality by giving Wario his own Luigi, but we don't need Wapeach or Wadaisy. I think it would damage Wario's appeal by making him just one in an army of alternate counterparts, and it's a lazy way of introducing more characters. Eventually we'd have stupid shit like Wabowser, Watoad or fucking Wankey Kong.
As for Boshi (who's actually called Washi in Japan), he's from a single game that was released over 20 years ago and hasn't been referenced since. He barely counts. He fails as a Wario'd Yoshi anyway; Wario and Waluigi look like distasteful caricatures of the Mario Bros., with their defining features overemphasized and made to intentionally look shifty. Boshi is just blue Yoshi with sunglasses and some extra edge.
