They really could have made the game 100% mission based with some kind of LAPD hub level connecting them all instead of an "open world" and I bet you people would have enjoyed it more.
Everything that isn't a mission is just complete fucking busywork, and they must have realized this because they gave you the option to have your partner drive you to new locations so you don't have to do it.
