Despite all of the action in the cutscenes you mentioned, was anything ever accomplished? It wasn't even viscerally impressive because none of the antagonists are properly established. Yes PSICOM soldiers wear weird creepy masks and have sciencemagic portals to summon cuhrazee cyberbeasts or whatever, but it's all flash and no substance. Final Fantasy has always had outrageous designs and elements, but the critical part is that they're always grounded in very human, personal stories. XIII jizzes explosions and effects in your face and just expects you to create context on your own instead of trying to craft any semblance of a coherent world or character arc.

See this is actually an inversion of what I was mentioning. Enemies in XIII are actually fairly realistic compared to previous entries in that you're never attacking sentient houses or implausibly huge monsters or anything like that. Then, all of a sudden, it completely breaks the theming set up by every other encounter in the game, at a critical story moment no less.
It would've been fine if it was literally any other FF because the theming, tone, and technical limitations of the time allowed you to basically segregate the more fantastic elements and battles from the core story, but in XIII it comes out of nowhere and seems ridiculous as a result.

Say what you will about the voice acting in XIII, at least there was some attempt at mirroring the lore with real-world dialects(Vanille and Fang coming from the vile and primitive Pulse having Australian accents, a former prison colony and still largely one of the most wild countryside in the world). For that matter, why don't Caius and Yeul have similar accents? You could argue "muh tribes" or that Pulse used to be different in the past, but we never get a chance to meet any of the other tribes or learn anything else about Pulse because we never visit a time/location like that. A wasted opportunity on both fronts, because frankly the "worldbuilding" in XIII-2 is practically nonexistent.
Hell even his character design doesn't make sense, he looks exactly like the false-stereotype Final Fantasy villain with his gaudy, skin-tight armor and unwieldy equally-gaudy "sword-like melee implement." How does this fit a more broken, human-centric character? As ridiculous as previous antagonists' designs were, there was a least some nod to lore or character backstory: Sephiroth conformed to the typical bishounen elite rival/antagonist, Kuja chose a lifestyle of decadence and flamboyance to rebel against his overly pragmatic and emotionless homeworld, hell even Seymour's outfit at least looked vaguely ceremonial and his hair mirrored the geometric and textural elements of Guadosalam and the Guado.
