I think the issue was more with how TPP's story was structured than anything else. Open world was an okay idea, but in practice it just led to hours of fucking around before remembering the game has a story. He would've been a good antagonist in a more traditional MGS game, but not TPP with how it was structured.

Pretty goodand he showed lots of potential in GZ, but TPP reduced him to being marginally more interesting than Coldman and Doorknob. That said, Horan did a pretty good job considering how terrible parts of the script were. That "sweet or sour" line in GZ was cringeworthy, but not in the way Kojima intended.
Fantastic work by Shinkawa though, one his all-time best designs.

He could have been, but he didn't really do anything and all his significant character background and story happened in the audio tapes. He changes quite a lot between his first appearance in the game and his exposition in Sahelanthropus mission, but with no real on-screen development between these moments
He seemed really intimidating and menacing in GZ, especially in the tape where he's waterboarding the prisoner. He sounded legitimately insane from his droning rambling speech. Then in TPP he's suddenly really flamboyant, campy and overly theatrical. Don't get me wrong, I like that kinda villain too, but it's a jarring tonal shift when GZ built him up to be so sinister. His initial appearance in the honey bee mission was great, this scene was fucking GOAT:

Yeah, I really liked what they did in TPP with Huey. Of course they had to do it to illustrate him as the kind of person who'd do something as horrible as try to murder his innocent stepdaughter solely to get to her mother, but turning him from basically just being Notacon into a sociopathic scumbag was really neat. Randolph really surprised me at what a good job he did, too. I was expecting him to completely fuck it up, but he turned in what was probably his best performance since MGS1.

He was barely in the game, and when you shot off his arm and leg with Kaz you got to see a glimpse of old Kaz for a second, but ultimately revenge didn't give him back anything.
Felt like the message there was that renvenge is ultimately hollow and unsatisfactory. Huey being the one finishing him off and shouting "revenge!" like a dork cemented that.

One question I think was left unanswered: after Skullface died, who was left in the leadership of XOF/Cipher? I know Sigint got its assets back after the whole Sahelanthropus fiasco, but what of the time between Skullface's death, and the end of the game?
