Well in all fairness Sakurai was willing to cut Jigglypuff in Brawl. Sonic saved its ass. I don't think the original 12 are as solidified as you and most think. In this iteration Sakurai had no real reason to cut Jigglypuff. Time constraints weren't as strict as Brawl's development with that development hog Subspace.

He confirmed that the 4 secret characters in 64 are only in on the merits of sharing resources and model rigging with some of the starting 8 (as you can tell with the fighting polygon team as well)
