While Blizz is getting really fucking lazy with amounts of content, people need to understand diminishing returns. If you have a dev team of 40 split between 5 departments in varying amounts, adding another 40 won't always equal double the amount of content.
More often times than not, the extra devs are added to relive the current ones of a workload rather than add to it.

I mean that's not the worst example of model re-use but the protodrake model has been reskinned far too much for flying mounts.
Recycling is a common practice in vidya, a lot of companies do it. But generally this is for more subtle things. Many games with lots of humanoids simply dump all the animations into a single skeleton and then slap different skins on it. For games like FPS this is fine, though it can be a pain in games like mass effect where you know the excess of humanoid aliens serves the purpose of using that skeleton.
it's shit in WoW because every skeleton has a set of animations that fit perfectly with the original create it was intended for. Blizzard puts a lot of personality into character skeletons which then makes it obvious when it's reskinned (only a few, like bog beasts/dire troll models seem intended to fit with multiple things)

The problem with this is that it's only looking at raw numbers, not the nature of the content. The most important distinction that can be brought up for the Cata to MoP dungeon content is that the Cata dungeons were really well done and properly challenging, and the majority of players fucking hated them anyway. They were simply too difficult for the average pub scrub, and if the majority of your playerbase hates something, what the fuck are you gonna do? They decided to make fewer, easier, more engaging dungeons for Mists. Was this the correct decision? Better question is, is it even possible to make a "correct" decision in this context? Who are you going to try to please, the pub scrub or the hardcore player? You can't really please both at the same time with the same content, so they made an expansive set of intro raids for the more dedicated player, and these dungeons+scenarios for the average player.
And before you say "well people were fine with it in TBC!" I posit that the were no longer fine with it AFTER TBC. In TBC, people aspired to the content, not everyone could do flawless runs of H Shattered Halls, even fewer could reliably progress just into Kara. This even hit the high end when Sunwell was killing guilds, the devs decided upon a paradigm shift. Instead of having your average player merely aspire to the content, why not give them real things to do in the mean time? Scrub raids and scrub raid modes, worth a try, right? And that's where we are today, Goldilocks whining that everything is "too hot" or "too cold" and Blizzard still trying to figure out just what the fuck will please everyone. The only good part is that they still have millions of subscribers and don't need to rush or worry, they have the money and the time to continue experimenting.

Another issue with that picture is that the actual quality of dungeons differs greatly.
Most Cata and MoP dungeons are unique and got fresh assets in them.
Meanwhile TBC dungeons are linear hallways set in a specifically themed hub and everything is recycled.
MoP had the issue of making the 5mans too easy, but Cata definitely hit the sweet spot when it came to quality, difficulty and diversity.

The dungeons were criticized in the post I replied to, the .gif was highlighting the number of dungeons in each expansion. Regardless, the *real* problem with Cata was its near wholesale abandonment by the dev team so they could go work on making Pandaria. When Cata subs tanked they just quit really working on it and moved nearly everyone over to MoP. It's why we got redone Troll dungeons and nearly 100% re-used assets for the end tier raid along with every single Cata plot line dropped and no Abyssal Maw raid.

How much PvE stuff is there to do in WoD and the new expansion? I enjoy playing WoW on and off but never do any raiding or PvP. Mainly just like leveling and exploring areas. I'd play FF14 more, but they force you to do dungeons to advance in the story to access later content.
I hate how they removed the skill trees in WoW though, but still so much area to wander in, other genres don't really come close.

New expansion isn't out yet, so I'll just talk about WoD.
Questing has been streamlined in a way that is actually good for once. It's pretty easy, but more entertaining than it has ever been because it's much more story based than ever before. The cutscenes, which you get one to two per zone, are a nice touch too. Group questsmade a comeback this expansion (they were absent from Cataclysm and Pandaria), but they're still nowhere near as common or as difficult as in Vanilla or Burning Crusade.
In terms of just questing and doing solo content, there is less of that in WoD than in the previous expansions, which has been a major complaint of the game from the player base. There are also fewer dungeons and raids than before, but if you never touch that stuff then it doesn't really matter.
Garrisons are entertaining as well, but just serve to further isolate players from one another, but if you just play WoW as a single player MMO like you're desribing, then that won't bother you either.
All in all, even with all of its problems, WoW is still the best MMO on the market.
