Honestly, I think Roy is meant as a proxy for Chrom. If you compare Roy's revamped attacks to Chrom's attacks in Awakening, they're pretty damned similar, and Sakurai's comments seem to suggest that they did some work on him before scrapping him. Thus, in accordance with Sakurai's sentiment that the game and roster was complete upon release and anything else was extra, Roy was basically "So I didn't want to actually just put in another plain swordsman, but I had some moves left over and figured I might as well do something with them, take it if you want, don't if if you don't."

To be fair, the entire first part of the leak (Pac-Man, Mii, Little Mac, Mega Man, Villager/"Animal Crossing guy" and WII FIT TRAINER) came out before Rosalina's reveal and was completely correct in the end. It's only the second part that was more iffy.
But even then, you could make the argument that the guy was only getting his info piece by piece, as in he didn't know about Rosalina with the first part and by the time the second part came out, she was already revealed and thus didn't need to be mentioned.

It is actually pretty amazing how we actually ended up with more new characters than veterans. People were just expecting mostly veterans with one or two newcomers sprinkled in but ultimately we ended up with four full-fledged newcomers and only three veterans, and technically, the work put into Mewtwo was more equivalent to that of a new character considering they had to rebuild him from scratch completely (whereas Lucas had Brawl data they could use and they used Marth as a base for Roy).
