Not really. It's just 100xp badge to increase steam level. But for every 10 levels in steam level, you get a % increase in chances to get card booster packs. Which in turn can be sold on the market so you can get new games cheaper.

the rate at which you earn cards has a dreadful cooldown and a diminishing returns vs cards you spend based on increased xp needed.
Long story short, you have to be rich to take advantage of it fully and when you are rich you no longer care about cards, but the popularity it brings (not so much anymore now that theres so many high level steam users)
Diminishing returns kicks in hard at level 50, unless you are really careful with your money, you can probably reach level 100, but then I wouldn't recommend pumping it higher if you are poor.
Doing this doesn't give me the badge, done it several times now.
