FC and SC are a complete story. Cold Steel is very likely to get all of its games out in English because Falcom is pushing Xseed to do them. If you're still not convinced that you can play them without missing too much, I can understand because there are still three games between the first two Trails games and Cold Steel that are still not translated.

But to answer your question yes FC and SC are complete, to compare it to something you may be more familiar with imagine FC and SC are Dragonball and DBZ respectively. Now imagine 3rd is GT, it's extra, but the story as you knew it was over with DBZ.
Only difference is 3rd doesn't suck donkeyballs and is canon.
