Thats because they never even had the time to balance anything in it because EA wasnt willing to put any money in this after buying it up and just rushed it out the door.

Nope, only some NPCs have those, which is stupid as hell. What's even more stupid though was the fact that some NPCs had unique faces/hair that looked better than what was available in the character creator, whereas all the generic NPCs use the faces/hair from the creator, meaning there's a chance you'll find a generic NPC with the same look as your character.
This was so much better than Twisted Metal, every map had a bunch of secrets and destructible scenery. The soundtrack is GOAT too.
