With perks being the thing that determines a character, and with the ability to raise any stat you want to max, not so much. And most weapon skills don't require a significant stat investment, in fact a lot of the perk tree exists only for a vats run or is very gimmicky. Perks+Skills=More variety.

But in FO3 you could customize your character based on how you wanted to play and the game made it possible. You want to focus on guns? Melee? Unarmed? Game had you covered. Didn't want to fight? I got through the Enclave Bunker and the final boss by talking my way through. The sacrifice for that was I sucked ass with any combat that didn't involve small arms. FO4 doesn't let you do that. There's really only one way to go about the story besides typical Yes/No options that almost every game has had since Bioshock 1. And that's lame.
