Who is the most powerful FF villain?
I have to say this guy. Wiping out pure existence and returning everything to absolutely nothing on a whim if he pleases. Doesn't get more powerful to me.
He can't even be beaten, he just eventually says "Ok, you guys fought valiantly, so go ahead and run along now. I won't end existence after all, I guess."

The game is about Life and Death (one of the main themes at least). The main villain wants to destroy the entire universe by destroying the Life/World Crystal because he is going to die anyway and thinks everyone should just die if he is not there to live it. Necron basically shows up because Kuja did destroy the crystal or failed to destroy the crystal (long time ago I played the game)
You defeating Necron is proving that life is worth living even though everyone dies in the end. It's just that.

In combat, she had the power to materialize god-like beings from people's mind. Griever was created in Squall's image, representing his determination to save all of existence in that final battle.

We don't know what she ate really. But we do know she absorbed local lifeforms in FFVII's past and took their forms to get close to other lifeforms so she can absorb them. Even if she did eat every living thing on a planet, that's very different from eating the planet itself. For all we know the world of FFVII could be its first attempt at eating a planet's lifestream.

Jenova doesn't eat planets but she does absorb all their life. She came to the FF7 world on a meteor that was the husk of a dead planet. She would have absorbed everything and used this planet as a shop to sail the cosmos and find another planet to suck dry.
The official lore may say "Sephiroth is in charge" but at that point he is essentially Jemova. Her cells will live on as Sephiroth tries to absorb the life stream and use the dead planet as a meteor to find a new planet to absorb.
Literally the same goal by the end of the game.

There is very little context, and most interpretations can be considered fanwank.
Taking the other games of the series into consideration, and seeing what happens whenever someone, ANYONE tries tampering with the crystals, it can be said that Necron is another incarnation of the Void. It's never directly stated that he's involved with Kuja, Garland, or the rest of the events of the game, he more or less appeared, either in response of Kuja's fuckhueg Ultima damaging the Crystal that was less than ten meters away from the casting area, or from Kuja's intense desire to extinguish all life causing the anthropomorphic personification of Death and Nothing [more or less what the Void is] to wake up and say "you rang?"
