It's the last HD collection for the series so far and after that is KH3. It includes the 3DS game, a new short game, and a movie based on the mobile game coming out, but from a different perspective than the one you'd experience playing it.

Running translations and other localization tasks in parallel with the games development is quite demanding.
Not all publishers have the infrastructure to do this.
And publishers who have that capacity aren't gonna spend that effort on every project.
I think it is also a matter of global ambitions.
CD project was able to get Witcher 3 out to a global release, 14 languages (including Japanese) which I think is fairly impressive considering their size.
And then you have Nintendo who spends a year or more to get their RPGs translated to fewer languages, and still people making excuses for them like they're some small mom&pop company.

No, it boils down to how much money the publisher pumps into localization. In order to localize a game you need both the script and the code to be in a finished state, so obviously waiting for the game to be completed before starting localization is the most convenient and efficient choice.
A simultaneous localization means you need the localization team to stay on the dev's team ass, which in turn means you need more people, more time, more communication, or in short, more money.
This gen is already shaping out objectively superior than last gen. Also Dragon's Dogma PC and SFV in the next two months. Thank fuck Japan got its shit together.
