I expected fallout 4 to be like skyrim with guns, but I'm pleasantly surprised that at least some of the characters who behave according to there environment. Followers are always interesting, and there just seems to be a lot more personality in the world.

I know its almost as if they had a long development time to do just that and should have thought ahead about making a role playing game where there is a lot of dialogue in it.
Kinda like if a company with a lot of money and resources like Bethesda could pull this off, especially with 7 years of development. Maybe then they would have had the time to jot things down and make the world open and account for variables in the writing.

that's pretty typical of most games, actually.
videogames generally do not require that much writing, and when you've got a development cycle of several years, that's more than enough time for one person to do all of it.
for what it's worth, fallout 4 has one writer - Emil Pagliarulo, who was also the only writer for skyrim and fallout 3.
