GTA4 is supreme. Having gone back to play it again post-GTA5 (PCfag), properly handling vehicles, to me, remains incredibly satisfying, and I maintain a preference for the urban atmosphere that is more unique to Manhattan and Brooklyn than to LA. I exempt previous generations from evaluation for having aged somewhat poorly. They were great for their time but I can't play them again.
I understand most people can't tolerate GTA4 because of the controls but I found that to be more of a technical limitation on its console iterations, suffering from input delay and (but also due to) poor performance/frame-rates. For example, technically speaking, there are controller limitations that disallow certain motorcycle driving techniques that involve forward-and-back shifts in weight while also turning, to increase handling range/sensitivity. If you consider the limited range of motion for an analog stick (it can only ever point in one direction), you should understand why with a controller that type of maneuver is impossible.
