Seriously, people were already doing sub-400$ PS4 killer PC builds back in late 2013. Nowadays, it's easier than ever, especially since the consoles are stuck at 900p + 30fps

He's talking out of his arse. You don't magically get more performance on a console. There are some performance shortcuts you can take, for example the PS4 does not have directx sitting between metal and the game - but this requires the dev to actually use the low level api. Which some do, some don't. And with Windows 10 and Vulcan this advantage is gone.
Consoles are literally just weedy PCs these days. Something you buy if you can't afford/don't want a PC.
