Look, yes she killed the entire Brood because she was scared they'd wipe out the entire world with their power and she has a childlike mentality.
By the time 3 rolls around, she's grown into a more mature, motherly character, she doesn't just wipe Teepo from existence, she just wants him to live in peace and not disturb the world, same for Ryu, which shows how she's grown.
