8-bit usually refers to the CPU. If we go by that definition, Starcraft is an 8-bit game.

Just looked it up. They added 4 colors, changed the aspect to 16:9, and removed things like image flickering. Also the music would only be possible on the famicom, which had more sound tracks. Pretty impressive though for an homage

The number of animations on that one dancer in the first town alone would be impossible on an NES. Plus, it's in widescreen and has parallax scrolling, so that's a no.
If anything, I'd say Shovel Knight is designed to replicate what you REMEMBER the NES looking like, not what it actually looked like.

i don't see why it always has to be retro.
i do mediocre pixel art because i'm lazy, but i never claim it's because it's retro. it's low-res because it looks good compared to more detailed styles that would show my incompetence more obviously.
