If a straight-up reinstall doesn't work, you'll need to find a copy of XNANative.dll (from Microsoft) and register it. That will solve this specific error, but this a symptom of a bad install or permissions issue.

Odd that it didn't install all you need when installed the game.
Navigate to the game directory. If you don't know how to get there:
Open steam, right click Terraria -> Properties.
Local Files -> Browse Local Files
Double click this file:
xnafx40_redist.msi
That should fix it.

The installation is supposed to include those files. Most people that play Terraria don't also have a developer's kit for XNA installed on the side.

I didn't say that was the answer, but It's a clear cut message to google, and some understanding of the problem to make sure you're on the right route, which is the major reason people are so afraid of error messages and logs.
