It improved the shooting mechanics quite a bit but removed pretty much all of the rpg mechanics from previous entries. Playing this one first is probably the best to be a soft introduction into the series.

Here is a tip: after you get dogmeat return to your house. You will find a magazine called "You're SPECIAL" under a desk in Shaun's room. It gives you one Perk point.
Tell dogmeat to go somewhere else
Drop the book
Tell dog meat to pick up the book
Right before he picks it up, pick it up first
He will drop another book
Keep doing that until you have full stats
Also don't rush to finish a faction's route like I did, after destroying the institute I don't feel like doing anything else.
