Act 1 and 2 were passable at best. They're more concerned with putting Snake in set-pieces than providing actually interesting levels to sneak and navigate through. They're not awful, but they're not great. Acts 3 and 4 aren't good at all, and Act 5's opening section is the only decent sneaking in the entire game but it's pretty brief. 4 also isn't very well-balanced at all, but neither is V.
