stab > blunt > cut > shred > whack > slash > smash for the the op pic in most conditions. Armor pen can be better though in situations.

There is no correct answer. It all depends. Smash is best for mobs. Whack is best for damage mitigation. Stab is the best choice if damage in this game is low and you'll end up hitting each enemy like 30 times per combat, giving it plenty of oppurtunity to crit, but worthless if things die in two or three hits on average.

Personally I like shred and blunt the best.

"how many times you have to hit an enemy" is completely irrelevant.
Fighting 500 mobs at 2-3 hits each, versus fighting one mob at 1300 hits is the same number of hits and same number of crit windows.
