Combos are way easier. But SF4 was always the exception to the rule as far as combo difficulty in mianline SF is concerned.
You can be good at combos but your average player is still gonna be completely shit at footsies.

SFV has easier combos. in SFIV you could have a 1 frame link which means you had 1/60th of a second to press the next button, but SFV has the hardest links being 3 frames (1/20th of a second)

Ryu has generally always been at least mid tier and he's high-top tier in some games like vanilla SF4 and Alpha 2.
In terms of balance for SFV he's been all over the places with constant changes and nerfs, so no one will know until the game is released

I gotta say though, as much as I love SF-type games, I do enjoy smash bros as well.
At least playing with 4-8 friends all in the same room kicking the shit out of eachother is good.
SF is obviously much more skill-based, tactical, etc. but I feel like hitting someone out the map in smash bros is a feeling no other game gives you.
I also like that you can sort of impose your will in smash bros. Like DI-ing out of KOs and what not

Yeah, casual Smash with all the items and stages is fun, but I just do not understand the competitive community that have to turn off so much shit and abuse so many glitches/bugs to make it work. I always hear the "it has really high execution!" excuse but execution is not a measure of a fighting game.

I really don't play fighting games. I was never able to memorize and actively use 5-6 button combos besides like Ryu's fireball or some shit.
Typically we'll play smash at my house with like 4-6 people, occasionally throwing in my Samus and Ganon amiibos for fun, we'll put various items on like turtle shells and soccer balls and bombs but not things like hammers and Dragoon parts.
When 1v1ing eachother, we'll turn all items off. I get that items are fun, but the problem is once you put just one item in the game the entire fight becomes who can get to and use the item first.
