If you want to talk about quality in terms of writing, she's a pretty shallow character desu, a pretty generic, ordinary back-story, nothing like Cloud's dreams of a hero(who she is always compared to as a female counterpart), but it only adds to her enigma. She's ordinary. Like your average frustrated person. What kind of a person is this? What is she about? She's this, steely, cold woman with the beauty of an angel but fights like a tiger, and she's often reclusive about her emotions.
The thing about Lightning is that she's a very action-orientated, fiery, 'shoot first ask later' kind of person. Deep down she cares about others but because of how frustrated she is with the circumstances given to her she appears to be a 'sourpuss', and she's perfectly cool with that because she intentionally wants to distance people from her, and also because she's shy to show she cares and needs others.
Serah describes her as "Charge in, damn the consequences." She'd be the first one to jump into the river to save a drowning kid.
Lightning... is also about defiance. Not really a rebel kind of defiance, but she wants to break free from the system, basically. I like her so much for this. Not to be someone's tool, not to have destiny to be decided for her, wanting to be free from it all. She doesn't let people influence her decisions. Often in life one might feel in a loop, basically having conformed to what life has dictated for you. Lightning basically says "Fuck that" and creates her own fate. A soldier who has been taught that L'cie are criminals and monsters went against all odds that she knew because she loves her sister. It's courage. Square Enix's office has a poster of Lightning with "勇気" overlayed, because that's what she represents.

Ok. I like being able to have so much control over my combat style. Even though disable -> beatdown feels pretty overpowered, I often go for slightly sillier things like "spam weak spells in a continuous stream on two outfits, then switch to a third that has punt or light attack, and just continue chipping away while the other two regen".
I can choose to have a block always on Square, and treat it like a "panic" button, or only have one outfit capable of blocking or dodging. This way I could fit more offensive spells/attacks, but feel retarded if I switch to the wrong outfit and tank a hit to the face.
The perfect block system and dodge ability make the general mooks interesting through the late game, and even for NG+ and beyond.
There's lots of cute outfits to collect, and you can color-customize them to match weapons.
