It could only shoot one sword before it had to be manually reloaded like a shitty old WW2 musket, it's basically bottom of the barrel as far as sword guns go. Give him a full-auto sword gun that shoots several swords a second and he might have stood a chance.

The whole reason why these cyborg soldiers are running around with swords is because their reaction times are supposed to be so high they can dodge and deflect bullets effortlessly. Besides, even if that's ridiculous, Armstrong's skin is still tougher than a tank.
