I swear to god you better be baiting. If you aren't then take 5 minutes and learn how to pirate windows, buy a GTX 980 or R9 390 instead, at the very least get a 290X. If you care about emulating then drop the AMD CPU and get an i5 instead.
Not to mention if you ARE sticking with the AMD CPU, you'll want an aftermarket cooler because you will 100% wanting to be overclocking that CPU.

Then I5 + mobo is your best bet honestly, but again, it's all about preference. You will definitely want a cooler if you plan on OCing anything however. Stock i5 4690k runs like a dream, you'd need to OC any AMD CPU to get decent emulation and in select games so a cooler there is required.

RAM could be faster. In the future, if you've got the money, you're better off getting three 1TB HDD's instead of a single large one. Onboard physical media kinda confuses me, but it's not pointless.
