I work at FUCKING GAMESTOP and the PS4's have serial # in 2 locations, the outside of the white box that the console is in that's visible through outside of the box with the bundle art on it, and the other serial # is on the back of the actual console.
He got sold a returned box. Employees didn't check it. There's like dozens stories of this happening at Walmart and Target because their teenage employees are malcontents who are too lazy to open the box and check it.

Prior retail employee here, all consoles and even other electronics all had those little windows where the S/N was visible and had to be scanned prior to purchase. This whole thing sounds more like a cheap scam to get free PS4s than anything else.
