Because low level spells are useless you fucking retard and the cooldown on Invoke won't allow flexibility early. The only time Invoker can really style is when he's level 18+, which is why it's important for him to go mid and not die one time in lane, and Hand of Midas is a strong consideration on him in every game.

It's called dominant method. If you give someone a reliable method for solving a problem, they'll never use anything else. So long as Invoker has one or two spells that work, even inefficiently, in most situations then it'll never matter how many other spells he has.
Invoker is a dumb concept for a hero that people only like because of the skin deep "Complexity"

You dont actually use all your spells most of the time. Nukes you didnt specialise in are stupid to be used. If you dont go extort using meteor usually is a bad idea.
After that make your basic combo muscle memory and then you are already better than most invokers. You then only need to learn when to use the non-standard spells

I think that Arc Warden is probably more a more demanding character than invoker though, all the item management and basically controlling 2 heroes with all spells and abilities available just blows my mind

You can, but you need to earn it. You can't just be throwing out EMP strikenado meteors at level 4, not with the way DotA is designed. Just like with everything in DotA, you need to earn the more powerful parts of your character. That's the format of the game.

Invoker is actually really really fuckin boring to use until you hit level 25.
Also he's barely even good because by the time he hits that powerspike of having every single spell be powerful AND having an aghs, everyone has BKB. He also can't really gank for shit unless he goes coldsnap and you have dots on your team, in which case he isnt doing any damage

quas exort is the easiest and probably most effective way to play him, yes.
forge spirits and cold snap is really good damage and decent catch-out cc.
I dont know about new invoker, but old invoker saw a powerspike at level 9 because that was when you had 4 in quas and 4 in exort, so you had 2 spirits. it might be level 8 now with the changes.
after 4 quas you just max exort and rely on sunstrikes, meteors, and deafening blast for damage.
